Most redditors are probably too young to remember that 'food stamps' or EBT/SNAP used to be state level programs back in the 70's-90s. And almost every state DID have these kind of restrictions.
Food stamps in many states could only be used to purchase meats, veggies, dairy, eggs, dry staples, peanut butter, jams, bread, etc. Things that were used to make meals.
You couldn't even buy frozen pizza, hot pockets, ice cream, soda, etc. The Federal Government basically took over the administration of the benefits programs by disbursing more $$ to the states - but only if they comply with certain 'minimum standards'. Which initially was easy since they mirrored the most restrictive state requirements. But a couple years into this they began expanding the allowable purchases, and they states had to comply or lose the Federal money.
This is how we got to the (essentially) unrestricted use of food stamps. On mobile, so spelling formatting etc warning. I was wondering about this just the other day.
When I was young, we were on food stamps. This might be a smudged 20-year-old memory, but I vaguely remember going to stores that specialized in food stamp/WIC programs because it was easier to manage than going to Walmart where we'd get surprised at the register when something was ineligible for the program, I think maybe things that were considered 'prepared food' such as frozen pizzas and lunchables were off-limits. The other day I was behind a family that had a ton of yummo food and had this feeling like dang, we never got that stuff when we were poor. On one hand, I fully support the notion of families preparing and cooking meals over the shortcut of processed foods. On the other hand, a lot of impoverished families have parents working (sometimes multiple) low-paying jobs that are prone to long and/or irregular work hours, so they might not be around to actually do that.
When I was a kid, I had to cook dinner often for my younger​ siblings. I'm sure macaroni and cheese made by my gourmet 10-year-old self was probably not the best thing to serve multiple times a month. My former roommate had a deal with this random girl he met at the Wal-Mart down the road.
He would buy her food stamps for like half off. So if she had $100 in food stamps, he would give her $50, then go buy $100 of milk, chicken, broccoli, and rice, which was like a month's worth of groceries. Then their relationship progressed to the point where he would give her the $50, then drive her down the street to her drug dealer where she would buy $50 worth of crack. But whatever.
He never understood why I thought he was a shitty person. (This is not the only thing he did that I perceived as being a shitty thing to do,). There's a difference between an enabler and a root peoblem.
In this case, he probably thought that he wasn't making anything better or worse, and I don't think he's realistically wrong. Not trading her $50 wasn't going to suddenly stop her from doing crack. There's also the argument that if nobody enabled her, then she wouldn't be able to smoke crack.
That's not really realistic, either, because there will always be somebody else, or she'll find a different, possibly more dangerous way. You don't just tell people to stop having sex and suddenly expect pregnancy rates to decrease. Is it exploitation? We can't even argue that the girl retained any true choice, because her addiction removed it along ago.
You can't tell a depressed person to stop being sad and expect them to have much if any control over it.
